Verifies tokens using a public key loaded from a PEM file.

The file must contain an X.509/PKCS#8 public key (-----BEGIN PUBLIC KEY-----); RSA and EC are supported. Throws IllegalArgumentException if the file cannot be parsed or the key type is unsupported.
